Target Circle is built as a ladder of three membership options rather than a single points scheme. The free Target Circle tier applies member deals and personalized offers automatically at checkout. Target Circle 360, a paid tier introduced in April 2024, layers on unlimited same-day delivery through Target's Shipt service. The Target Circle Card, the rebranded RedCard, adds a cardholder discount. Each option builds on the one below it.

The structure lets Target serve very different shoppers under one brand. Deal-seekers stay in the free tier and still identify themselves at checkout, delivery-heavy households pay for convenience, and the most committed customers hold the card. All three feed the same identity graph.

The lesson for an enterprise operator is that a free base tier and a paid convenience tier are not competitors, they are a segmentation tool. The free tier maximizes enrollment and first-party data across the whole customer base, while the paid tier monetizes the subset that values delivery, letting one program capture both broad reach and recurring subscription revenue without forcing a single model on everyone.
